Should I apply again?

I recently applied for an insurance underwriting position. I had one phone interview and received an email later in the day saying they passed on me. The same company is offering a similar position but one I may be more qualified for. Should I apply again or be confident that my resume is on file and that I would be in the running for that one as well?

I'm of the mindset of "fuck it, what's the worst they can say" but I dont want to be blacklisted for applying again (not sure if that would even happen).
