Question for Recruiters out there

Please remove or tell me a better place to put this question, mods.

But I am a recruiter for my company (not a staffing agency, I work for an IT company). I had a call set up last Friday with a woman for a project manager role and she didn't answer. Whatever, life happens. So we rescheduled the call for today and I called her again and she didn't answer.

How many attempts would you give a person before you just remove the applicant from consideration?

Because this has happened before where the person who had a call scheduled didn't answer but then called back 30 minutes later and I couldn't answer because I was busy. Then I'd receive a slightly angry email about them calling me back and me not answering.

So recruiters, how many 'chances' would you give someone for a phone screening before it's a 'no-go'?
