Just found out a peer makes about 40% more with the same or less experience

I make decent money but discussing annual reviews and stuff and my colleague alluded to how much money he makes. It didn’t take a mathematician to figure out his salary. I’m pretty shocked it was so much higher than mine. I assumed he made a few dollars more than me, but not to this degree. Is there any way to discuss this with HR without causing a shit storm? I had my annual review about 4 months ago and was bummed about my raise so I feel like I’m not coming from a position of strength but at the same time I’m so wildly underpaid that I feel like I can come back and get paid more. Has anyone negotiated salary at a time like this? Even if I don’t match my peer, I feel like I should be within 5-10% of his salary. Any guidance would be appreciated.
