Is this discrimination of some kind? [Hair]

My boss has told me I am NOT allowed to wear dreads to work. Wool or natural. Why? Because she doesn’t like it, and it looks ‘ugly’. I am white. Meanwhile two of my colleagues have dreads themselves who are black. She has no issue with their hair.

I’m not sure if this is a personal issue she has regarding beliefs (cultural appropriation or whatnot) but I’m wondering if she can actually do this? Just because she doesn’t like how it looks? I mean that’s just a personal preference. (I don’t like my coworker’s lime green hair but here we are.)

I don’t really like to throw around the word discrimination but I’m not sure what else to call this?
