Is it weird to apply for a job in person?

Is it weird to walk into a company and hand them your application documents (CV, cover letter, etc.)?

On their website they say if you live in the area, you can also apply personally, but that seems strange to me.

The company is a small advertising agency in Germany. They don't currently have an open position, but they are accepting Initiative applications.
