Is it strange to apply to multiple positions at the same company?

I'm applying to lots of different positions related to healthcare administration. So they're a bit similar, but usually different titles. Also, sometimes the positions are in different locations, either because they're posted by a staffing company and actually are with different companies, or because the company itself has multiple locations. Does it look like you aren't discerning about what position you have if you apply to multiple positions at the same company?
