Gauging how good pto policy is

Hi, I am not familiar with pto policies, but have heard that in America a decent pto amount is 3 weeks, or 15 days.

A job I might take has told me the policy is as follows:

• 10 pto days

• 8 flex days

• 7 national holidays + 3 floating holidays

Total 28? Days off. Is this the right way to calculate PTO? Or do people not include national holidays?

28 days sounds insanely good to me since this doesn't include weekends. Isn't this essentially almost 6 weeks off? This is my first job so any feedback would be great, having a lot of time off is important to me. Thanks.
