I interviewed for a job over a month ago. I was not offered a second interview. Yesterday, I saw the same company and position was posted that day. Should I reapply and email the recruiter?

I would like to apply again. I have the experience and education for the job. I know I would be an asset based on my experience. The last interview, I should have said/done some things differently. (It was a phone interview.)

I also have the email of the recruiter who interviewed me. Should I apply and email the recruiter or just apply? What should I say to the recruiter if I do email them? I really would like to have this job.
