Asked to do hourly work and some voluntary no paid visit to the company before offer is signed. How to react and what to do?

Throw away for obvious reason.

I have been offered a rare position in my niche profession in one of the startup in the city. They once say there are other potential candidate with more practical work (vs client) experience but I am the one with the most knowledge in the field (science), so I am eventually verbally offered in the process.

that say, i am becoming shaken with they way they do things. they have given me some work for me to work on with a case-to-case pay. they had asked me to go to their company over an afternoon to talk to their R&D department before i was offered. they claimed that they would utilise some government funding to hire me, which the fund should have been available in november. i have counter-asked them that if they would have enough fund to hire me if the government fund would not have existed. they said yes it would be all ok. but that said, after the interview in late august and a few communication, i have not seen the paper offer yet, despite they have told me they are OK with my request and told me about my vacation days already.

i do not feel good keep going to the company using time-off on my current job, since i do not know if i would be eventually offered, despite it is a company that interest me and i am looking to explore. i might be offered the contract on the spot in the next visit of the weird "we would introduce you our team members on that day".

why not do that in day 1?...

also it has been pretty scary they keep saying they would outsource things, including the -vs client- position and they would only keep one in-house guy who is knowledgeable. i once boldly ask if they would out source me too, the inconvenient answer is that "that would depend on the business model", which is extremely scary to me.

how should i react to such invitation, and how should i skillfully ask what would happen on that day and my reluctance to go to the place voluntarily again?
