Submitting a cover letter...after the interview??

I had an interview a few days ago. The application didn't require a cover letter, but at the end of the interview they asked me if I could submit one. They said its to collect writing samples. This is not a think tank or research position, its a customer service position in a nonprofit.

Has this happened to anyone? It's bizarre but I did it.
