How do I ask my boss for constructive feedback and advancement?

When I started my current job, I did really well, and moved to lower management within a few months. Since being promoted, I was put on evening shifts by myself for a long time. I think this was because they thought I did well and trusted me to handle the harder things that come up at night. However, this left me with little one on one time with my manager to learn new skills or advance and I feel I've stagnated.

A higher level management job opened up relatively soon after my first promotion, but I ended up not pursuing it because I felt like I haven't had enough time in my current role or had been taught some of the basics of it due to the scheduling. A coworker in my role got the higher level job, and now I dont know what to say to my boss. I want to improve and be setup for advancement, but I dont want to look like I'm bitter or after anyone's job.

I guess I wanted to setup a meeting and ask them how I am doing so far, if there's anything they feel I haven't been trained on yet, and though the higher position has been filled I'd really like to continue with training and improving myself here in case something ever opens up. Is this smart to do?
