Current position requires long quitting notice (3mos min.) that actually needs to be followed; etiquette of reaching out to other jobs I know are hiring in the future?

Thanks in advance - been searching for general info relating to my situation but thought I'd get the best advice just laying it out and asking.
My current job is a position abroad where my employer provides my work visa and housing, so they require a minimum 3mos notice for resignation. Since they'd also need to provide me a letter of resignation/change of employer documents to immigration, I have a vested interest in following this and not burning any bridges.
Two years ago I applied for a different job (that I now wish I had taken!) that I made it through most of the interview process before dropping out to take on my current job. I want to reapply for that job - it has much better benefits, salary, work-life balance, etc.
A friend of mine who left that company recently told me there is going to be a few hiring spaces opening up in mid-2022 in the position i'm interested in. They have an opening for the position currently as well, but they're looking for an immediate hire.
All this said, is there a best way to contact the company sometime in the future and apply with the explanation I couldn't start for a while? What's the best etiquette in this situation?
