Who pays for pre-employment physical in California/LA?

Im in the process of being hired for a nursing agency in Los Angeles I’m just missing my physical and drug test, which apparently I have to pay for? Idk if that’s usually the case but most of my past jobs have provided and paid for the test required to hire me. Is it a scam?
