Is it common practice for companies to lower your offered pay after you're selected?

Hello,

I applied to Amazon's warehouse as a Delivery Station Associate for an early morning shift paying $17.85/hr. I filled out all of the online forms and scheduled for a pre-hire meeting where I took a drug test, and verified the shift that I had applied for. They told me to wait a few days for a confirmation email once my background and drug test both pass. A couple days go by and I get an email. But instead of good news, I receive an email that to me appears to be very shady practice.

My tests passed (I checked on my hiring profile and verified that I did) but the email mentioned that my scheduled shift is full and I will have to choose a new one. Fair enough, these things happen and I was not as upset by that. But then I click through the links sent to me, log on to my profile to select a new shift, and I see my exact same shift available as a choice. Difference being that now they want to pay $17.35.

I know to some people, especially the more fortunate ones, a .50 cent difference is negligible and would make them question why I'm complaining about such a "small" difference. But $80 more a month can cover an entire bill and help relief stress overall.

Should I be considering this as normal? To me the principal really matters. It feels like they're luring people into applying with hire rates and then once they're in, they stiff them in their offer to save the company money. And who's to say that after accepting that "different" shift, I won't arrive to work to sign all my new hire/tax forms, only to find that they reduced the pay again by another .50 cents.

Any thoughts/advice?
