In an interview, should I ask what they'll pay me or tell them what I would like to be payed?

This may seem like a dumb question, sorry if it is, but talking about compensation seems to be a touchy subject for some employers.

For reference, it's a private medical office working as a front office person 32 hours per week (with the potential to go to 40 hours in the future), and the compensation ranges from $19,968-$26,624. I am hoping for at least $24-25k.

So should I tell them that is what I'll only accept or should I try to be more flexible and allow them to tell me what they want to pay me?
