When are you realistically supposed to apply for jobs if you are graduating soon?

Everywhere I look the answer is always something like yesterday, ASAP, the start of your senior year, etc. yet every place I've applied to and gotten responses back from all say that they want someone who can start soon and they can't really wait a couple of months for someone to graduate. For reference, I'm an engineering major and I'll be graduating this December and have been applying since August and it's starting to get frustrating. I obliviously don't apply to positions if they specifically state they are looking for more immediate hires but it makes me wonder how all these people have gotten job offers so far in advance unless it's a place they currently intern at.

I would really like to have a job secured before I graduate, but all I keep hearing from recruiters is that it's too soon, yet what I hear from everyone else is to apply asap. So, like the title states, when should you apply to jobs if you graduate soon?
