Should I talk to the manager about my job offer at hand?

I received a job offer, and my current work place will try to convince me to stay if I accept and give notice.

While standard reddit advice is to quit and take a new job offer, (being seen as threat, replaced etc) my workplace is in a desperate need of employees and I am in not in a position of potentially being let go in the near future.

I am not sure if it's appropriate to approach my manager and bring up my job offer at hand before accepting it since I am going to have to talk to him anyways even if I accept it.

I am afraid that if they convince me to stay after accepting the offer, I have to back out of a signed contract which I feel like it's a bit rude to the potential employer.

I am also worried it might be seen as coming from a position of threatening them.. (to try and get a raise)

is it inappropriate to bring up a new job offer?
