Can I resubmit my resume while my application is pending/under review?

I recently applied to a bunch of jobs and then afterwards I got some feedback from a few people about how to improve my resume. I then edited my resume and it is now much better. I have a few applications that are still pending/under review (no interview offered yet, but not rejected yet either).

I was wondering if it would make sense for me to try to re-submit my new resume to these companies?

I suppose I could find the HR/People Ops people on Linkedin and send them a direct email; would this be too direct? I'm not sure if it is inappropriate to contact individual employees regarding job applications.
