Does Sterling update the employer before the full background check has been completed?

I was offered a job, which I accepted. The new company asked Sterling to conduct the background check. It's still not completed, but the hiring manager congratulated me and said I have been onboarded today.

Does Sterling give the employer a preliminary report before the background check is completed? Can the background check still turn out negative after getting set up in the system with start date?
