Applied for IT job with local Grocery Company at corporate office. Offered position only be told I'm being hired thru temp agency. Is this normal?

I applied for IT position with my local grocery company at their corporate office, interview went well talked about being brought on and how long the process would take. However I received email from local temp agency that notified me of onboarding process including adding me to payroll and when I reached out, was told I was bring brought on as temp to hire thru the agency.

I never applied thru the agency I applied directly to the local grocery store website. During interview I was never told about temp to hire or any temp agency. I assume I would hear from HR about next steps but this email from, temp recruiter who told me this is normal for every IT job? I'm new grad but something feels off? Is this normal?
