What to do- apply or internal opening or wait it out?

I work in HR for a large company. I'm currently an HR Generalist doing some tasks I like (backend, IT) and some tasks I don't (employee relations). My goal is to become an HRIS Analyst at my company.

Here's my scenario though. On my current team I'm about to take on a high level IT HR implementation project that will be my full time job for the next 6-9 months. I'll be working very closely with the HRIS team on this. However, after the project is done, I will likely go back to a mixed role until we can grow our team (may take 1-2 more years).

Our company has an HRIS Analyst opening coming up in the next two weeks. However, I've been told this person will be doing entry level/ticketing Hris tasks while the rest of the team focuses on the implementation with my current team.

On one hand, it's appealing to take the entry level role to get my foot in the door, get out of employee relations for good, get the title, etc. But the current HRIS manager told my boss that she would be surprised if I'd want this entry level role and would be more beneficial to her team if I stayed on my current team.

What would you do? The HRIS manager probably wants me to stay where I'm at so I'm not even sure if get the entry level role on that team for that reason. My hope would be in the future their would be a less entry level role on that team but that's an unknown versus this is a known opportunity.
