How to get the job you're not 100% qualified for?

Here's the thing. I work for this firm and have for 2 years at entry level. The role I applied for is experienced associate, technically under associate level which is just 1 level above mine. (in another country)
My education is related to the role, but some things they ask me about such as programs that they use, I haven't use before. However, I am so confident that I have a great personality, I am very professional, engaging and like to solve problems. I feel my personality and corporate experience ticks all their boxes besides the technical things like programs.

What are your tips on getting a job you're not 100% qualified for?
