Software Developer vs System/Network Administrator

Been debating between these 2 careers. Currently I've been working help desk for 9 months. I have 1 degree already, and CompTIA certs, and I'm debating whether to get the CCNA or get a degree in CS or IT.

But, I have been looking at software development because their are more jobs, you don't have to take certifications and constantly study, and you don't have to deal with a constant stream of tickets and end user support issues. I also like that software dev jobs are remote whereas IT admin jobs are hyper focused on "being there in person." I've also heard that unless you have 3 years experience and a ccnp you won't be able to get anything above help desk, and I'm trying to get out of help desk.

I know the salary is higher for software dev, but that wasn't my biggest factor. As, long as either is above 60k I can deal with that.

What worries me about software dev is : the outsourcing, it's hard to focus on what languages to learn, and the math and that some people said it was boring and hard to learn.

Would it be worth it/ be better long term: to learn programming languages or do CS or should I stick to IT and get the CCNA?
