Is this just the typical work culture one is to expect in an medical office setting?

Hello, front desk receptionist at a locally owned medical office here. I’ve only worked in this field for 8 months so I have no frame of reference to compare my experience to.

Everyone in my office constantly complains about each other. If one of the staff from the back of the office has a problem with what someone working the front desk did for example, they will come up and get angry and complain with no constructive input whatsoever. Most often they do not care to know the full details and will sometimes even blame the wrong person entirely. Today I was yelled at for something that was entirely not my fault and when I brought this up to my manager that I’m being reamed for something I had nothing to do with me she said “It was just your turn.” Implying that it is appropriate work culture to let everyone and anyone vent their frustration on each other in inappropriate ways.

Once when I brought up to my co worker really early on when I was working there that people really didn’t have to be so nasty to each other and that it would be so much more constructive to work as a team and present problems with the goal of finding a solution rather than simply venting frustrations we would be much better off - she told me to get over it and that this is how every office she’s ever worked at functions.

On tops of that no one can agree on any set of rules or guild lines on how to do things like scheduling patients for example. Often someone will change a rule and not inform the entire time. And everyone will argue about what’s the appropriate way to do something. And worse my manager and other co workers will change a rule and they themselves will forget they ever changed it in the first place. Or a rule will have been a rule for FOREVER and then all of a sudden someone will insist that that has not been a rule when it most certainly was.

When bringing up to my manager that the changes in rules/procedures is too inconsistent she tells me that rules will always change and we just have to be dynamic. And yes, I get that rules need to be tweaked occasionally to fit with changing situations and sometimes on a scenario to scenario basis but rules seem to be changing seemingly every single day and no one can seem to agree which rule we’re currently going by.

Please help. Is every office this seemingly dysfunctional?
