Should i reapply to a job a month later?

Heeey!

I applied to a job and got rejected at the phone interview which is the second to last stage. This job was for a call centre and i knew i was not going to get the job because i caught myself talking to fast. My question is, should i reapply to the job? They have a listing up and im not sure if i should or not because its only been a month since the rejection. Or is it to early?
