Same Jobs Advertised over and over

Isn't it strange that in a tight job market that companies are advertising the same jobs over and over. I've applied to several positions within my field even indeed says "matching qualification" yet those same companies will automatically decline and keep posting the same job. Are there not talented people in Houston ? I'm thinking of moving to Phoenix since the job market is more favorable to young adults vs Houston which is more geared towards the oil and medical field. I've also realized that jobs in Houston for entry level positions pay very low like 9- $12 an hour even banks. Unlike Phoenix where I use to live its easier to find a decent paying job minimum $16
