Changing industries and countries and I need some advice

I am coming back to the US from China where I taught ESL. I am bringing my wife and I will need to be the main bread winner for a while. The problem is that no one one seems to even want to touch me. Any ESL positions I find are part time are pay so low that I could do online for me. I have decided to shift into more administration /operations/HR jobs, but no one even wants to do an interview. Even calling centers don't want to touch me. I am 28 with a masters and I cannot even get jobs that only require a high school degree.
