Landed a high level position at a start up but am unsure

I was recently offered a position that puts me at number 2 for the company. I use company loosely though as nothing has been established. Although the offer was generous, the finances haven’t been finalized. I’d be essentially building everything from the ground up including payroll. I’m currently trying to establish the budget but the more questions I ask, the more deflection I seem to get. Supposedly there are offices in a few other states but they all operate independently. The whole thing just seems weird and I’m hoping to get some outside input.
