Contract to pay back training costs

I currently work in a professional/technical position, not entry level. I sort of fell into this position to be honest. The job is a split 50/50 government job. I had alot of experience in one area, and none in the other. Lucky for me they were in desperate need of someone with my level of expertise in the half I knew.

They hired me on the basis that they would foot the bill to train me in the second part of the job. This required going away to training courses, lengthy hotel stays, living allowances, rental vehicles etc.

There is alot of demand for qualified persons in this field in ontario and not nearly enough applicants. There is a high turn over rate due to head hunting and greener pastures if your even semi decent in the field.

On to my issue. When I was hired I had to sign a contract that said if I quit within 5 years I have to pay back all training costs. Now, I've been in this position for just over 3 years and have an opportunity at my dream job (which I went to college for.) However, its a sharp pay decrease for the first 2 years and I need to make my savings stretch that time before getting back to my current salary.

Can they actually force me to repay the training costs? I'm guessing its in the neighborhood or $14, 000. I feel like its a type of duress situation where they say "sign this or you don't get the job."
