Ghosted?

I applied for a job with the accrediting body in my field. I did the initial screening with a recruiter who told me I was a top candidate and she would be calling my references within a week. She told me the next step would be a final interview. I have the “final interview” the first week of September with the head of the department. She says they’ve got a lot of stuff going on (it’s true) and repeatedly asks me to be patient with the hiring process. She says they will be in touch in late September and are hoping to bring people on board in October. For the first time ever, I don’t send a thank you email, because her constant references to being patient made me think it would not be appreciated. I checked in with the recruiter after a few weeks because the job was re-advertised, this time via email from the accrediting body. The recruiter told me they were still doing screening interviews and I was still under consideration. It’s been two weeks and my boss is putting pressure on me to register for a bunch of trainings in November. I sent a follow up to the recruiter on Monday and she hasn’t responded. Should I just assume I’ve been ghosted or is it worth reaching out directly to the department head? I can’t help but feel really disappointed that in a field this small, they’d just ghost me. It’s so unprofessional and on inconsiderate.
