Job submission status changes- what does it even mean???

Hello, I know taleo submission statuses are not reliable but I need some insight on this.

My application was “Under Review” for awhile after applying. I went through 2 interview and was told I’d hear back as soon as HR confirmed the position since there was a hiring freeze all under that status. My application status changed to “no longer under consideration” and the job status to “inactive” last week and I never heard back. From there, I was pretty confident it was over and to just focus on applying to more jobs. But today the status went from “no longer under consideration” to “Application received”. Any ideas as to what this means? I’m pulling my hair out over it.
