How to know if a former employer is intentionally ignoring an employment verification request?

One of my previous employers has been unreachable for an employment verification. This is a large company with multiple departments. I have worked for two departments in this company and my most recent position still hasn’t verified I worked there.

I had a falling out with my employer in this department, which lead to being treated rudely until I left. After I left I was billed for some damages that didn’t exist (got those cleared up). I recently got a new job and need to verify my employment and it has been weeks and no one seems to be able to reach them. This position didn’t pay an hourly wage (I was compensated with housing), so I don’t have a W-2 or paystubs to prove I worked there. I called the office and apparently it is closed due to covid, but the email is being monitored and they should be responding to that. My new employer and the company doing the background check have sent multiple emails.

The other department I worked for verified my employment within a few days, so I’m confused what the hold up is. I am getting worried I will not be able to start because of this.
