Got laid off, now company is asking me to pay them back excess PTO

I got laid off last month from a fortune 500 company (USA). At the beginning of September I got my PTO paid out. Today I received a letter from HR asking me to pay them 1/2 of it back (about $1,000) by October 3rd as I was paid double in error. I am absolutely furious. They haven't even given me a breakdown of my hours.

• Do I have any recourse here?
• What if I just never paid?
• I am lucky I have the money but what if I didn't?
• Can I go to the BBB or another entity to put them on blast?
• Why even have a payroll dept if they are going to make errors like this? Just hire an 8th grader.

This is so unprofessional and really effecting people's lives in a tough time. The irony is HR loves to act like they are perfect and never do anything wrong.
