Anyone know how the scale works for city government pay within the given range?

I assume they wouldn’t try to offer the lowest possible like companies do but I’m still afraid because it would not really be enough. This jobs range is $37000 - $50000 and only requires high school with 3 years experience. I have a degree and more than 3 years experience. Do they raise the amount based on that?
