Should I leave my job at a large, well-known company to go to a much smaller, yet established, start up?

I work in HR. I have been working as a contractor for a very large multi-national company for about 4 years (hope was to eventually be hired on as an employee of the company I work at but it’s always seemed highly unlikely). I recently received a job offer to come and do the same job at a much smaller, yet established, start up.
The new job offer is a full-time position, 30% salary increase, benefits, etc. When I gave my boss my notice, she was pretty upset and is trying to do whatever she can to keep me—including promises of making me an employee of the company and no longer a contractor.
After this, I felt really confused and I no longer know what I should do. Is it too much of a risk to leave such a large company to move to a smaller one, especially in this environment? There’s a lot of positives to me leaving, as well, besides the salary increase, and there were reasons I wanted to leave (besides the people—I love the people I work with).
