Just started my first week. HR sends me an email about COBRA information just in case I am terminated. Is this normal?

I've never had that happen before. Or if I dropped to half-time. Not sure if this is unusual or if I'm about to be the company scapegoat. This is in financial data. It is weird and suspicious but I am not sure if it's normal as I haven't worked a full-time job with benefits since 2017.
