Job I interviewed for got re-posted

I have had two interviews with a company for the same position (one being phone, the other via zoom). It’s been about 3+ months later and they re-posted the position.

During the 3+ months, I exchanged e-mails about every 10 days with the HR rep asking about the position and she was very detailed about updating me on the process, and very responsive. She never gave me a rejection e-mail or ever said that I got the job. Also, she was detailed in saying that they had to hire for positions higher up.

Same position was just re-posted 6 days ago, and I re-applied for it. What should I think of this? Should I write this job off?
