Carpet Bombing Resumes On The Internet Leads to Pissed References?

I'd like a serious discussion on this matter. I carpet bombed my resume on the internet (400+ resumes/ cover letters). Mind you, these are carefully crafted cover letters tailored for the specific job I apply. Would the people I list as my references be pissed if I do that? Can you share your experiences if you did this? How'd your references take it? And do you think it is a good idea to do this kind of stuff? Also, employers who read this, do you interview the person first, then call references as the last resort, or do you call the references first, then proceed with the interview?
