Received COBRA notice...haven't been laid off.

I just received a COBRA notice with instructions from my employer, but I haven't been laid off...yet. There has been no communication regarding this at all. A few other people in my department received these notices as well. Is this a sign that a layoff is coming, or could it just be an administrative failure? Anyone have experience with this?
