Pay-to-Play job application?

I recently applied for a work-from-home job (APBDE), a virtual call center which essentially acts as a third party employer for inside sales/customer service reps for different popular companies like Comcast, Carnival, Disney Resorts, etc.

I got an email back informing me I’d been selected to move forward in the hiring process. Instead of a traditional hiring process, due to the virus, this one has candidates enroll on their candidate site. This enrollment includes a contingency offer, completing a background check, filling out an affidavit with a scan of my driver license attached and signed by a notary public, and submitting a one-time payment of $9.99 through their candidate portal to pay for the background check.

After this is completed and everything clears through their HR department, I’ll be enrolled in a training class for whichever company APBDE connects me with.

All of these requirements throw me for a loop, but the biggest has to be the one-time payment. I’ve never known any employer to ask a candidate to pay any sum of money for a background check, but perhaps this is normal in some spheres? I’m skeptical but also desperate. I have not called them yet to talk about this, but wanted to see if anyone has had a similar employment process or has worked with third parties like this before with the same requirements?
