Is it OK to write a nontraditional cover letter?

For a job I'm very interested in does it make any sense or ever have justification to write it in a more narrative format?

Such as in a political case what if you have some personal kind of a statement?

I strongly feel like some position would be difficult for me otherwise, or at least I feel inclined to push the boundary with something more personal or descriptive.
