Resume help

I posted this question in r/resumes but am also posting here to increase visibility and responses. I feel like I am potentially getting screened out by the robots, even though I am qualified for what I am applying to.

I have read various resume writing techniques, but still struggling to write one that is ATS friendly. I have several questions regarding resumes.

1) how important is a summary? What do I put there? How do I write an effective one.

2) How do I keyword optimize my resume? I have heard of jobscan but I feel like that site is way off in the weeds pulls insignificant skills from the description. To further this, ATS aren’t very smart robots as they do not recognize that “procedures” and “procedure” are essentially the same term. The same goes with “managed” and “manager” and “ manages” etc. How do I overcome this without my resume looking inconsistent in the experience section?

3) what is the best order to arrange my resume for someone with little experience in the field? I have heard numerous things about the order of skills, education, and experience?

4) Another question about ATS: Jobscan looks into soft skills as well. Do ATS look into soft skills? Should I include these in my skills section? Should I tie them into my experience (being mindful of tense and singular/plural)? To me it seems foolish to list “communication” or “collaboration” or “hard-working” etc as skills. Would it be better to try and tie these into my experience?

5) How do I wordsmith my resume to fit the job description? Jobscan indicates that I do a poor job of it. I’m barely clearing 35% but would like to increase that to 80+ to increase my number of interviews.

6) is it okay to tweak previous job titles to match the title you are applying to? I was previously a manufacturing support technician at a bio pharmaceutical company, and am seeking manufacturing associate position at a different company in the same industry.

7) some job descriptions ask for proficiency in Microsoft office or a specify Microsoft excel. Is it necessary to actually include that in the resume? It is 2020 and it is expected that everyone know it, and it seems like putting that skill on a resume is just a waste of space.
