Help in an HR/Adminstrative Career

Hello to anyone who can help out, tried posting on a HR sub but they directed me here. I've been out of University for about a year now with a BS in human resource development and I'm struggling to find a job in my field and I'm still working a basic security job I want to get out of. I'm pretty positive my Resume is decent and I've tried to apply to atleast one or 2 jobs a day through LinkedIn or Indeed. Recently have been trying Ziprecruiter but I'm not sure if I'm not approaching it the right way as I rarely get contacted for interviews. If anyone could help I would appreciate it it.
