Am I not getting any offers because my resume is bad or because recruiters are not really hiring?

So in the last couple months I've had about a million phone interviews only one in person interview and no offers.

Are these openings really real or are they just calling me to mess with me? They usually just don't reply to me or they will reply with some message saying they've hired either internally or within or chosen candidate that they know through someone. I always follow up after the interview.

My dad told me that during their slow seasons theyll just keep positions open and call candidates to make it appear that they're recruiting.
