Can't seem to find a job after months of applying to tons of places, even different locations of the same places.

I'm 19 and need a job as soon as possible. I have no references, and only one job as job history. I've applied to things like walmart, family dollar, target, kroger, and many many others and I can't even manage to get ONE interview and I see a lot of people saying to not follow up, does it really not matter if you do? My goal is to have a job before this month is out. You'd think finding a job wouldn't be so difficult, no luck so far. I'm in need of advice.
