Traditional vs Modern Resume Style

I keep seeing templates and examples of these new style resumes, and I've always wondered if they're even worth looking into, and making one for myself. I know the bars/dots stuff for skills is useless, since no ones knows what 3 dots means, and a picture of yourself doesn't help for most careers I guess. But what about the large headers, with the blocked off sections and dash of colour? Is this something that's going to help at all?
