Why would a company do this?

So I did four interviews with a company for a position. I was over qualified but really wanted to work for this company. They didn't hire me. They them called me to come in to interview for another position. After SIX interviews I was sent an email saying that they are still considering me. I wrote back a few weeks later for update and they said i am still being considered.

Location has opened today and clearly I didn't get the job..

Why would you do that to someone. Just tell me I didn't get the job. But why the heck did you call me in the first place??? And why send me some crap email that I'm being considered when you clearly already hired someone.
