Should I take the new job or the promotion at my current job?

I have been overworked and underpaid for the last quarter, combined with some other issues (feeling under-appreciated, the chaos of my company) made me decide to look elsewhere. I was contacted by the founder of a small company in the same niche.

I met him, his partner, and they offered me a salary 10k higher (although with less PTO/holidays) and an impressive commission. Almost -too- impressive, but based on my old numbers I would be doing VERY well. They were concerned about a non-compete and offered to pay for a lawyer to look over, just to insure there were no legal issues.

Cue, current company (where I've done pretty well for the past 3 years), they finally give me the job title I've already been doing, offer me a raise 9k less than new job. However, the benefits are good. I also have a lot of friends at the company, despite the fact I've been very unhappy the past 3+ months. I tried to negotiate a little higher today (it's not a very good raise for the title...) and they didn't really challenge I deserved it, but just kept hedging at "wow, we've given you so many raises these three years" (counting cost of living and stuff as the same level as the promotion I got a year ago...honestly, the whole conversation tilted me in the "leave" direction more than if they'd just leveled with me) The company has also been in financial spiral and had a lot of chaos. I heard, about another employee they "just couldn't" negotiate his salary.

With that being said, there IS a firm possibility they'll break it for me/try to do something, since we JUST restructured with my new promotion with me being over my team and I am the only one who is an expert in a certain skillset (hence my overwork). I also, at this company, probably have the cooler job. Although I've been suffering a lot of anxiety since the last round of layoffs, and just in general when too many important people close a door I feel nervous. I've even called in a few times from anxiety/needing mental health days. This NEVER happened until the past 6th months. In fact, I usually had a hard time using all my pto...

However, this is my first job in the field and they took me from basically useless to an expert in several areas. They've been good to me in a lot of ways and leaving at this time, for this company could burn all my bridges.

I have been dillydaddling with the rival company too much (I actually initially turned down the offer to have a lawyer look at my noncompete), so need to stop that regardless- the lawyer is looking at the noncompete Monday. Am I crazy to leave or crazy to stay?
