How to reach out on LinkedIn?

I have a friend who got a message on Linkedin from an IT Director / Infrastructure Architecture / Sr Software Engineer for a position he is looking to fill for a huge 2+ year project in California (which he ended up interviewing for today).

I didnt get reached out to, but I know the project needs people with my skillset, whether they have hired them or not. Therefore, I want to each out to him and introduce myself and see if any openings exist.

I've never done this on LinkedIn before. I'm looking for any suggestions on what to include.
