Help negotiating job offer.

Hello reddit ... Went through the interview process and today got a job offer! Here's the thing though: I just graduated with a BS in electrical engineering but was working as a Test engineering tech. I applied for an Electrical test engineer position with a huge company in the aerospace and defense industry. Went to the interview and they liked me based on my work experience so yesterday manager and HR called to tell me that more likely the position was gonna filled internally (employee within the company) but they asked me if I was interested in another position which is for a Manufacturing Engineer position. They'd like me to take this position because of my background in testing and electronics. Now, I don't know what this position entails but based on the requirements,it's pretty much something I have done in the past. Here's the deal: offer was $5k lower than what I was expecting. Can I negotiate this offer? Some of the requirements are to travel overseas and within the US every other month and be bilingual (Spanish). How can I make sure I get more money if there's any? Please any advice will be appreciated.
